Handling Hazardous Materials: Essential Safety Protocols for UN-Rated Bulk Bags

A UN mark is a legal statement about a specific design, tested to destruction. Treating it as a general grade of quality is where most compliance failures begin.

There is a category of bulk bag that cannot be bought on specification alone. When the contents are classified as dangerous goods, the bag stops being packaging and becomes a regulated component of the transport system — one that a port authority, a carrier or an insurer can reject on sight.

What the UN mark actually certifies

A UN-certified FIBC carries a mark that encodes the packaging type, the packing group, the maximum gross mass, the year and country of manufacture, and the certifying body’s reference. The type code matters: 13H3 and 13H4 identify woven plastic FIBCs with and without a coating or liner, and the letter that follows the packing group indicates whether the design was tested for solids only.

The critical point is that the mark applies to a design type, not to a production run in the abstract. The design was submitted, built to a frozen specification, and put through a defined test sequence — top lift, drop, topple, righting, tear and stacking — under the UN Model Regulations, adopted into road transport through ADR and into sea freight through the IMDG Code. Change the fabric weight, the seam construction, the loop attachment or the liner, and the certification no longer describes what is in your hand.

This is why a manufacturer’s willingness to make a small customisation to a UN bag should worry you rather than please you.

Packing groups set the standard, not the buyer

Dangerous goods are assigned to Packing Group I, II or III according to the degree of danger they present. FIBCs are certified against PG II and PG III; substances in PG I are not carried in flexible bulk containers. The group determines the severity of the drop test the design had to survive, so a bag certified for PG III is not a substitute for one certified for PG II, however similar it looks.

The gross mass on the mark is a limit, not a target. Filling to the maximum with a denser product than the design was tested with is a straightforward breach, and one that is easy to prove after an incident.

Electrostatic classification is a separate decision

A UN mark says nothing about static. If the product is a combustible powder, or if the bag will be filled or discharged in an atmosphere that may contain flammable vapour or dust, the electrostatic type must be chosen independently, under IEC 61340-4-4.

Type A offers no static protection and belongs only to non-combustible product in a safe atmosphere. Type B is built from fabric with a low breakdown voltage that prevents propagating brush discharges, but it does not dissipate charge. Type C is conductive and must be bonded to a verified earth throughout filling and discharge — its protection exists only when it is grounded, which makes it a procedural control as much as a product one. Type D dissipates charge through the fabric without grounding, which removes the human error from the equation but demands care in humid or contaminated conditions.

Choosing Type C and failing to ground it is one of the most common and most dangerous errors in the sector.

Protocols that carry the certification through

Certification is established by the manufacturer and preserved — or destroyed — by the user. A few disciplines carry most of the weight.

Inspect every bag before filling: cut loops, abraded fabric, seam damage and UV degradation all disqualify a bag, and a bag that has been stored uncovered outdoors has been degrading whether or not it looks it. Use all four loops, lifted vertically, with no side loading — the safety factor, typically 5:1 for single-trip designs, assumes a symmetric vertical lift and nothing else. Ground Type C bags at both fill and discharge and verify the bond rather than assuming it. Keep documentation with the consignment, because the transport document, not the bag, is what an inspector reads first.

And treat single-trip bags as single trip. Reusing a UN-certified bag rated 5:1 is not a cost saving; it is an uncontrolled experiment with an expired design.

The supplier’s role

A credible supplier of UN-rated bags holds the test reports, can produce them on request, and will tell you plainly when your requested modification would void the certification. They will also ask what you are shipping and in what atmosphere — because a supplier who does not ask about the product cannot be specifying the bag.
